Independent Tribunal Appeal (ITSAA) — Taking Your SASSA Case Further
Last reviewed: October 2026.
If SASSA declined your SRD appeal, your case isn’t necessarily over. The Independent Tribunal for Social Assistance Appeals (ITSAA) is a body separate from SASSA that reviews disputed social assistance decisions — and it has the power to overturn them.
What is the Independent Tribunal?
The ITSAA was established under the Social Assistance Act to give applicants an independent review when they believe SASSA’s decision — including its appeal decision — was wrong. Key points:
- It is independent of SASSA — tribunal members are not SASSA employees.
- It reviews the same evidence plus anything new you submit.
- Its decisions are binding on SASSA.
When can you go to the tribunal?
The tribunal is the step after SASSA’s internal appeal process:
- Your SRD application was declined.
- You lodged a reconsideration/appeal with SASSA within 90 days.
- SASSA’s appeal decision was unsuccessful (or unreasonably delayed).
You generally cannot skip straight to the tribunal without going through SASSA’s appeal first.
How to lodge a tribunal appeal
- Confirm your SASSA appeal outcome at srd.sassa.gov.za — you need the declined appeal on record.
- Gather your evidence: your ID, the decline reasons for each month, your SASSA appeal reference/details, and any documents that prove the decline reason was wrong (bank statements, affidavits, proof of unemployment — tailored to your decline reason; see our appeal guide’s document checklist).
- Submit to the tribunal via the official channel. The tribunal process is administered through the Department of Social Development’s appeals mechanism — check the current submission method at sassa.gov.za or dsds.gov.za, as channels are updated from time to time. Do not trust third-party “tribunal agents” who charge fees.
- Keep copies of everything you submit, with dates.
What the tribunal can decide
- Uphold SASSA’s decision — the decline stands.
- Overturn the decision — SASSA must then approve and pay the affected months.
- Send it back — in some cases the tribunal refers the matter back to SASSA with directions to reconsider specific issues.
How long does it take?
Tribunal decisions take several months — this is a formal review process, not a quick turnaround. There is no published SLA you can hold them to, so set expectations accordingly and keep your contact details current so they can reach you.
FAQs
Is the tribunal really independent from SASSA?
Yes. It was created specifically to provide review outside SASSA’s own structures, under the Social Assistance Act.
Does it cost anything to appeal to the tribunal?
No. Like all SASSA services, it’s free. Anyone asking for payment to “help” with your tribunal appeal is not legitimate.
Can the tribunal increase my grant amount?
No — it can only rule on whether SASSA’s decision on your application/appeal was correct. It can’t change grant amounts set by law.
What are my chances?
That depends entirely on the evidence. Cases with clear proof that the decline reason was wrong (e.g., bank statements disproving an income finding) are the strongest. Vague or undocumented cases rarely succeed.
My appeal has been pending 6 months with no decision — can I go to the tribunal?
Unreasonable delay can itself be grounds to escalate. Document your follow-ups (dates you called/visited), then approach the tribunal process and explain the delay.
